ECSA Storage Shortage Prevention

When the system is under ECSA/CSA stress have a new ENF signal raised to inform users that obtain ESCA storage and not give it back for performance reasons to give back that storage back and take a performance hit in order to prevent ESCA/CSA from becoming full and having a system outage.

Currently identified IBM products that should exploit this new ENF are
DB2, MQ, and Enclave CPOOL get an ENF signal saying we are low on common and free up what they are not using so the others can use it if needed.

We know this and understand that is all done for performance reasons, but if the system is under stress (for example from a flooding condition) wouldn't it be better/wiser to give some back and prevent ECSA from filling up?

I'd rather take a performance hit than have ESCA become full. So what can IBM do about it?

    This item is a valid requirement but unlikely to be given high enough priority to be placed into the product plan. If this requirement is high value, please re-open it, or open a new requirement.
