z/OS TCPIP/telnet signon screen doesn't show reason for invalid new password

When changing passwords in the telnet signon screen, and the new password is invalid; the message received is just New Password is invalid. It doesn't show the actual reason for being invalid (ex. TSS7111E New Password (Change) Invalid - At Least 1 Numeric Required). CA-TSS is our security product. This is CA's response:
To get an error message, telnet would need to modify the RACROUTE VERIFY to include a INSTLN=. This would set up the feedback area for CA Top Secret to pass the error message. Then they need to add code to take the error from the feedback area and display it however they like.
