[zOSMF] Setting the threshold in Resource Monitor

I want to threshold monitoring using the resource monitor.
In the current function, difficult to understand confirming whether or not the value is appropriate.

When I did the demonstration of resource monitor for customers, we got opinions, such as the following.
I want to add functionality in your possible.

1. Set the threshold for each monitoring item.
2. Display the threshold in the bars on the graph. If the threshold is exceeded, to change the color of the graph. (Highlight)
3. If the value exceeds the threshold value, notifies us. (For example, alerts, e-mail)
4. Detects a failure. (For example, when the data is no longer able to get, inform to us)

Adding thresholding would be a feature extension of RMF. We will consider this for a future deliverable. For accuracy sake the comment regarding the RMF application accessing the CIM server is not true.
