Lock tape creation until DFSMSRMM is running

When the DFSMSRMM initialization routine is defined in the parmlib IEFSSNxx member, it should lock tape creation even if the product is not enabled by the parmlib IFAPRDxx member. It would only be locked until DFRMM is recording.

    We feel the enhancement was delivered by changing the reported messaged from (I)nformational to (E)rror prompting further attention. If this requirement is not satisfied by this change, please re-open it, or open a new requirement.

    The fact that RMM allows tapes to be overwritten if IFAPRDxx is inadvertently set to DISABLE is unconscionable. This results in DATALOSS, and should have been addressed by a HIPER APAR. IBM needs to implement this RFE ASAP!
