Update RVARY response to distinguish RACF deactivate vs database deactivate

This request is to get the ICH702A message/WTOR updated to be able to distinguish between RACF being deactivated and a RACF database being deactivated. Whether it is a new message or updating the text in the message does not matter.

The reason for this request is our security person issued a RVARY command via TSO, and they state the format was
RVARY INACTIVE DATASET(our.backup.dataset) . Then when we responded to ICH702A, RACF was deactivated, not the backup database. If the ICH702A informed us it was truly RACF deactivate vs. backup database deactivate we could have avoid a lot of headaches of live system running with RACF disabled.

    I need to make an update to this RFE. I still feel that the WTOR ICH702A either needs different text or a new message when the deactivate is for database vs. RACF itself. But in further testing found out that the omission of the comma in the command did not lead to this issue. I do not have the command that was entered as the person entering it was doing so via TSO. I had them test again on our DR system entering the command simply omitting the comma, and it behaved as desired. Sorry for the inaccurate information.
