Communication between SMSPLEX-Members about ACDS error

If a member of an SMSPLEX Fails to read or write the ACDS, it should not just completely fail and activate a null configuration.
Instead, it should inform the other members of SMSPLEX about this failure, so the other members can identify if ALL members fail on this ACDS (which would indicate a physical error on the dataset) or if only the initially failing System Fails.
The SMSPLEX should act as a plex and issue Messages to and request Action from the Operator to handle the error.
Possible Actions could be like
1. activate a new "spare acds" from the current scds,
2. retry Access to the acds after some Operator Action
3. activate null configuration on the failing member
... (whatever development might find appropriate)

And while all this is in the flow, it would be helpful, if the failing member(s) would just Keep their current configuration instead of activating a null configuration.
