IBMPDSE should issue Messages to joblog as well as SYSPRINT

When running the IBMPDSE utility against a Dataset, there are 4 Return codes that can be set

00 (X'00') SUCCESSFUL COMPLETION.
04 (X'04') THE INPUT PDSE IS SLIGHTLY DAMAGED. PROCESSING
CONTINUES.
08 (X'08') THE INPUT PDSE IS CORRUPTED. THE UTILITY ENDS.
12 (X'0C') THE INPUT PDSE COULD NOT BE OPENED. THE UTILITY ENDS.
16 (X'10') THE INPUT DATA SET IS NOT A PDSE. THE UTILITY ENDS.

It would be helpful to include a Message to the JOBLOG (WTO) with
DSN and RC

This should be a one liner. No need to replicate the messages that go to sysprint. Only produce a message based on the RC0/4/8/16. The sysprint can be reviewed for more details as needed.
