IRRSMO00 support to fully delete GROUPs

I need the R_SecMgtOper (IRRSMO00) support to a delete groups even when there are subgroups present and/or users connected to the group. This support must be ESM agnostic such that we can expect ACF2 and TSS to implement it as well.

The preferred approach is to support something like operation="forcedel" that tells IRRSMO00 to do whatever is necessary to be able to delete the requested group. Meaning, remove all connected users and recursively delete all subgroups so the requested group can be deleted.

Alternatively, extending IRRSMO00 to support operation="extract" could provide a means of obtaining the information necessary to be able to deconstruct the group's user connections and subgroups such that the group could then be deleted.
