SDB not working as advertised

SDB not working as advertised as below from ISMF:

HELP-------------------- SYSTEM DETERMINED BLOCKSIZE -------------------HELP
COMMAND ===>

Use the SYSTEM DETERMINED BLOCKSIZE (SDB) field to specify that the system
determined blocksize should be used regardless of the existence of a user-
specified blocksize.


Possible values:

Y Yes, use SDB

N No, do not use SDB

From the PMR:
would suggest that you open the request asking for them to extend the
SDB setting to DADSM CREATE as well as during OPEN processing so that
storage administrators are able to control use of SDB during creation
and open time.

    Since the application can override the blocksize for the data set at Open time, IBM agrees that there is value in this requirement and it will be considered in a future release.
