JES2 has been developing something we call policies to allow customization of how JES2 performs various function. Unlike exits that require the writing and maintaining of assembler code, a policy is specified as a JSON object with conditions and actions. Policies are relatively new and functions are being added both in new releases and via the service stream. But we do have the ability to perform arbitrary RACF checks for use of many specification for a job. Much of that function is a result of requirements such as this. You should check out what is currently possible with policies to see if it addresses your needs and if not, let us know what functions we need to add.
