Add support for POSIX.1-2001 posix_spawn() and helper functions

Just to avoid any possible confusion, this is not asking for spawn().

The posix_spawn() function and a set of supporting functions provides the user a wrapper around exec/fork and enables them to create child processes with much more control other those processes than spwan() provides.

From what I have seen so far, the posix_spawn() functions are just a wrapper around exec/fork. This RFE can be done just by writting some C code to call existing functionality.
