Support additional headers in unsuccessful z/OSMF API requests

Currently when the z/OSMF API responds with a request status other that 200, additional headers are not included. This can be an issue if you are working with cross site requests as the required CORS headers are not included in the server response. This prevents the web application from seeing the result of the request as they are stopped by the browser.

For example, if you attempt start a TSO session using the z/OSMF TSO API and you enter the wrong user ID or password, a 401 (Unauthorised) request status is returned. The 'Access-Control-Allow-Origin' header is currently not returned with the request, so the web browsers will not make the result of the request available to an application running in the browser.

If an option was added to allow the 'Access-Control-Allow-Origin' header for request with a status other than 200 this would allow the the browser to let the web application see the request.
