Need SMFLIM to check for REGION=0M jobs (IEFUSI replacement)

Customer objective is to eliminate the use of IEFUSI and replace it's rules using SMFLIM.
Currently they have coded in IEFUSI that all the JOBS should be changed to REGION=150MB, but those jobs that are coded with REGION=0M. These ones can use the NOLIMIT option for REGIONABOVE.
This behavior could not be coded with current SMFLIM rules.
A new filter (REGION or REGIONX) could be added to SMFLIM rules, and some kind of logic should be added too for hits in the rules.
For example if a rule is matched, do not continue with the rest; or some IF/THEN/ELSE, or WHEN/DO codding techniques.
