Logstream offload data set parser.

In the event of failures (CDS issues, I/O errors, etc) that make the existing IXGBRWSE interface incapable of reading logstream logblocks, provide a primitive interface that reads directly from an individual offload data set or range of offload datasets, using the metadata in each logblock to parse the data set. Offload data sets start at the beginning of a logblock and each logblock contains the block length at a known offset in the logblock. Exploiters like SMF, CICS etc could use this interface to extract and interpret salvageable critical data that would otherwise be unavailable using the existing IXGBRWSE interface and ultimately lost.
