Add LDAP configuration option to restrict specific IP addresses from connecting to the server

As it stands currently there is no easy way for an LDAP administrator to prevent/block specific IP addresses from connecting to the server. The admin must rely on other products like TCP, we recently found out that NETACCESS is not a viable solution. I am proposing the introduction of a new configuration option that simply takes a list of IP addresses and prevents those addresses from completing a connection to the server. Perhaps a secondary parameter can allow admins to decide if they want a message written to the joblog everytime a blocked IP attempts a connection.

    This requirement is not currently in-plan, but will be considered as a potential candidate in a follow-on release.
