Enable AUTOCVT to assume untagged files are ibm-1047

I have been porting several open source applications to USS using the -qascii option on the C/C++ compilers. This works wonderfully when auto conversion is also enabled. The one whole in the auto conversion feature is that it doesn't assume untagged files are ibm-1047 or even provide a way to say what code page it should assume untagged files are it. As a result we need to add code to programs to use fcntl() to check the conversion and to add conversion from 1047 to 819 if no conversion exists. If auto convert did this for you, it would be possible to port a large set of applications to z/OS without modification by using the -qascii option.

This default should apply to stdin, stdout & stderr.
