Prevent users or group of users to use SSO (Single Sign-on) within z/OSMF

When using SSO within z/OSMF any user defined to z/OSMF can use workflows (for example with a JCL template) to submit a job to another lpar/sysplex if they are also defined to that other lpar/sysplex.

We would like to prevent some users or group of users from being able to use SSO to prevent access to the complete lpar/sysplex landscape but still being able to use z/OSMF locally. We would prefer a SAF rule to prevent using SSO.
Other solutions are also welcome.
