Increasing the number of JES2 initiators requires a change to INITDEF PARTNUM, and then a JES2 warmstart. This is extremely disruptive and creates an outage. JES2 should provide a means to dynamically increase PARTNUM without requiring a JES2 warmstart.

I'm no expert on WLM initiators - but does WLM add more initiators based on the size of the input queue (either in total, or by class)? If not, then I would prefer to see a range (min, max) specified for the number of initiators, and let JES2 dynamically add and remove initiators based on the queue sizes, priority of job classes, and some threshold value before increases are made. Perhaps with a command to override those numbers.
Spikes by definition happen suddenly, I would rather have the software respond rather than waiting on an operator to notice (or receive a phone call).
