Allow disposition to be specified on fopen

DISP=SHR cannot be set when fopening a file in write mode. In read mode it defaults to DISP=SHR. If the file is a PDS(E) member, this locks out the whole PDS(E) so that no-one can browse the other members.

If you use a DD Card, then you can specify DISP=SHR.

Given all the other things that you can specify on fopen() on z/OS it is very surprising that disposition is not in there.

    I believe this is also the cause of a problem that we reported. Whenever a partitioned data set ist allocated with DISP=SHR, you cannot use cp or oget to copy a USS file into a member. You get:

    IKJ56225I DATA SET SAMPLE.DATA.SET ALREADY IN USE, TRY LATER+
    IKJ56225I DATA SET IS ALLOCATED TO ANOTHER JOB OR USER
    IEFA110I DATA SET CONTENTION

    I opended the following RFE for that:

    This item is a valid requirement but unlikely to be given high enough priority to be placed into the product plan. If this requirement is high value, please re-open it, or open a new requirement.
