Single IODF Activate to move a cluster from one Composite to another in the same Plex

When moving an IBM tape cluster from one tape grid to another in the same plex, have found that with a one IODF Activate that a cluster will be defined to two composite (2 grids). The cluster will not come online to the new composite. To avoid this, two IODF activates are needed - one to remove the cluster - then a second to add it back in to the new composite.

    IBM agrees that being able to move a cluster from one TS7700 grid to another with a single IODF active would be desirable.
