zCX: Make docker cli available as MODIFY command to the STC

Currently, we've to login to zCX to issue "docker" commands like docker logs to zCX. In an early phase like POC / testing this is no problem.

But as we're continuing / have the first production applications running, Operators also have to work with it, to e.g. check logs. The medium of choice for our Operators are MCS consoles. It would be handy if the docker commands like "docker start", "docker stop", "docker logs" and so on would be available as MVS MODIFY command. Also, with this approach it would be more easy to setup some automation against zCX instances.

This could be relative easy implemented by ourself with SystemREXX. But an out of the box solution would be prefered.
