SMP/E HOLDSYS to exclude ENH & make ENH as stand alone item to BYPASS

The default of HOLDSYS includes ENH.
This RFE proposes/suggests/recommends to exclude ENH from HOLDSYS.
And make ENH stand alone, such as HOLDENH.

    PTFs that will cause new functions to be invoked must also have ENH HOLDDATA to avoid calling a function which is not there. Otherwise these PTFs can be so designed to test if the new functions are available or not. If not available, the new PTFs can downgrade to the old function & continue execution without disruption and/or avoiding abends. (A one time warning message might be sent to SYSLOG notifying that the new function is not enabled with a PTF or with a parameter)..
