Improve CSM Administrative Usability (settings, monitoring and tuning)

This requirement describes the need to improve various usability aspects of managing z/OS CS CSM storage, in terms of CSM settings, monitoring and tuning.

Setting the appropriate values for CSM settings (vs. using system defaults) for a z/OS system can have a significant impact on system performance. The CSM FIXED setting is an example of one of the critical settings. In some cases users have observed that setting FIXED to a higher value (higher than the observed steady / peak usage) can reduce their CPU consumption (attributed to communications). In terms of CSM monitoring / visibility some improvements are also needed. For example, in some cases the CSM constrained messages can be too late in terms of the potential impact to the system (i.e. automatic actions are already be taken which can drive up cost). In addition, in scenarios where storage issues are occurring at the OSA device interface level (causing network performance issues) an early warning could also be produced.
