DFHSM volume selection for CIDS allocation needs to check for contiguous space availability

This item requests DFHSM to check for enough contiguous space when selecting a volume for allocation of the CIDS.

During the processing of the FRBACKUP command, one catalog information data set CIDS is created for each copy pool version. Each CIDS is allocated on an ML1 volume and cataloged.
The allocation requires contiguous space.
The volume selection does not check for the availability of enough contiguous space but checks freespace availability.
So the allocation of the CIDS may fail because there is enough freespace available but not enough contiguous space.
