Permit reuse of Kerberos TGS for tickets with lifespan less than that of the TGT

Authentication Service / Kerberos: Change TGS/Service Ticket issuing behavior.

As described in the referring PMR, we have discovered that if the lifespan of a TGT is greater than the default lifespan of a TGS service ticket, the z/OS Kerberos implementation will obtain a new TGS for each subsequent connection to a server rather than using a pre-existing valid ticket from the credential cache. We would like that logic to change to prefer existing valid tickets, or at the very least, replacing older tickets instead of adding new ones to the credential cache.
