passwd() program should provide better messages for error conditions

Client has several users of the z/OS operation system server environment who utilize the the server's database, messaging and web services facilities without having a Telnet 3270 client on their workstation. The users connect to the server, from an administrative perspective, using a putty or other SSH client software. When the user is required to change their password, due to password time to live rules, tries to use the passwd() program, but the use of the program does not provide concise, consistent results or messaging. For instant, there are some situations where the user receives an "EDC5169I password is invalid" message, and in other instances, receives a "EDC5111I Permission denied (errno2=0x090C0000)". There is no distinction whether the old password is invalid as entered, whether the user has changed his password too many times within a 24 hour period or whether the userid is revoked.
