Allow the order of variables in Workflow Editor to be rearranged

Variables defined in the Workflow Editor are arranged in order when they were created.
The order is not particularly interesting per se.

However, when exposing workflows to an external page. (By means, for example a portal), and want to dynamically build the variables that are needed to run a workflow. (using the RESTful API interface to get workflow variables). The JSON response is always in the order that the variables were created.

This causes a format issue on the exposed page if the user added variables (or unintentionally defined variables) in the wrong order).

This RFE is a request to be able to reaarange variables in the Workflow Editor in the Variable tab.
