A recommended order of preference might be RLS over ECS, ECS over VLF, VLF over ISC. Also consider that some usercats may be shared across multiple sysplexes and monoplexes; they would need to remain ISC.
Better performance can be achieved by using Record Level Sharing (RLS) instead of VLF.
I support the idea, but there should be a way to exclude usercats. For instance, we have a usercat that only contains HLQ for recovery puproses. For that one I don't care for performance, only for availability. For that reason that catalog is defined as simple as possible (so also no ECS).
