XCF - Return code improvement if the Notepad is unavailable

IBM and Itaú teams discussed the resilience design review of a homemade application which uses the XCF Notepad as a prerequesite for an active/active high availability model. Due to some characteristics of Itaú environment, we agreed that the inability to recovery from a failure of an XCF Notepad is making impossible to implement the active/active model. So, the plan is to recreate the NotePad (an empty structure is appropriate) in case the function is unavailable, and for automatization purpose, we want an improvement in the XCF Notepad return codes to be possible that the homemade application correctly check if the Notepad is unavailable to automatically trigger the backup to become active.
