RMF Monitor I Device activity should report about devices that were offline on a part of an interval

Description:
RMF is a commonly used product on z/OS platform for reporting system resource such as I/O activity.
Our customer encountered HyperSwap on production system due to I/O timeout triggered by incident. When looking at RMF Monitor I Device activity repot to analyze I/O activities, we found RMF Monitor I Device activity recorded no activities on the interval HyperSwap happened.
This is because RMF Monitor I Device activity is recorded only when devices are online throughout an interval.
If Primary DISK was swapped and offlined by HyperSwap, we couldn't analyze I/O activities by RMF Monitor I.
We would like to request RMF Monitor I Device activity should record on the devices that were online on a part of an interval.
If RMF Monitor I Device activity is able to record on such conditions, the report contributes to analysis for DISK swapping due to I/O timeout.
The enhancement enables us to see if the I/O activity and analyze the reason why I/O timeout happened.
