NSSD Passticket Authentication with RACF protected Userid

During initialization of IKED-NSSD communication, IKED has to transfer a RACF Userid/Password or a RACF Userid/Passticket combination. When using a passticket, the RACF userid must not have the RACF protected attribute. When this Userid is used unwittingly by some other process and a wrong password is entered multiple times, the userid can fall into the RACF revoked status. New IKED-NSSD connections cannot be established anymore with that userid.
APAR PM43292 describes the same for DB2. With that APAR a change was introduced to accept a passticket for RACF proteced userids also.
The same change is needed for the NSSD authorization.
