XCF signaling I/O stalls during IODF ACTIVATION involving thousands of HW changes

XCF signaling I/O stalls during IODF activation

On an z/OS image that did NOT issue the HW ACTIVATE-
Customer observed that CPU usage for all MASTER address spaces was more than 10 CPs for the RMF Mon 3 interval just before the IOS502I message. Additionally, just after the IOS502I message, IOSAS CPU usage was higher than 6 CPs for two consecutive RMF Mon 3 intervals. MSU usage increased above 300 MSU from around 20 MSU on the systems that were NOT were the HW Activate was issued.
Error message included:
IXC467I RESTARTING PATHOUT STRUCTURE IXCSIG31 LIST USED TO COMMUNICATE WITH SYSTEM xyz RSN: I/O APPARENTLY STALLED
