Structure-level control of CF CPU utilization

As discussed in PMR, we had a high consumption problem of a WMQ structure in a CF impacting other users of the CF. Consumption CF reached 90%, and the consumption of structure in question has reached 80% of CF.
We need a way to control the use of the ICF by a Structure in a specific CF, or a form to control consumption when reaching a certain value, to avoid outages.
