RM(EXPDT) settings should be more like disk

The difficulty with using Management class and Retention Method(EXPDT) is that on some of our systems we cap the lastref days at 396. If however we set Whilecatalog(On) for a GDG than as long as it's cataloged it will be kept until it rolls off the catalog. Currently the only way around this is to set it to untilexpired instead of on. I believe Maxretpd is another way around it but that's a global setting and could have negative impacts on other datasets. Our end goal is device independence, in other words we should be able to switch between unit=sysda, or unit=tape without having to worry about what device the data actually resides on.

    This change is in our plans - I agree that it is important for RMM to support the retention limit of the management class in order to allow the management class to overwrite the expiration date specified in the JCL. If we discover any other inconsistencies between the way management classes are used by tapes and by disks, it would be our top priority to address them.
