Eliminate RACINIT 108 error on JWT expiration

When performing a multi-step, e.g RADIUS Challenge/Response MFA Authentication with the IDTDATA SAF Class activated, if the user waits for more than the JWT lefetime between steps, the user sees a quick flash of the message:
IKJ56416I RACF RACINIT ERROR CODE 108, LOGON TERMINATED

IKJ56418I CONTACT YOUR TSO ADMINISTRATOR

******
and the logon is terminated. This should be replaced by a more user-friendly message.
The reason is the RACROUTE VERIFY returned x'6C' (108) for the return code. There may be other new return codes that can commonly be encountered that should also have user-friendly text and workflow.
