Enhance z/OS FTP client so unencrypted outbound FTP sessions where z/OS is the client can be turned off or restricted

I need a way to ensure all z/OS client FTP sessions (that is where z/OS is the client NOT the server) are encrypted.

So I'm thinking either a SERVAUTH check could block the "-a never" parameter or a new FTP parm could require encrypted FTP client sessions with "allowed" being a default.

Either way I need a clamp to ENSURE that any FTP leaving z/OS is encrypted.

    z/OS V2R1 Communications Server provides a command exit for the FTP client. The capability in this requirement can be achieved by using the exit to modify the FTP parameter list to prevent the specification of the "-a never" parameter.
