Allow symbolic substitution in the JES2 JOBDEF NFY_SUBJECT parameter

In the new JES2 2.3 NFY_SUBJECT parameter in JES2 parms, the 'string' cannot contain symbols such as &SYSJOBNM. Please provide that function ASAP so our JOB notification e-mails can have meaningful Subject lines, such as 'job name ended with non-zero Return Code' instead of filling our mailbox with lots of e-mails with generic or canned phrases. Correcting the omission of symbols in the NFY_SUBJECT is particular importance for mobile users where screen real estate is at a premium.

    .JES2 in z/OS 3.1 added support for job related symbol substitution in the JOBDEF NFY_SUBJECT string. Jobname, completion code, and job number are all valid
