Declaration of the symbolic link /usr/bin/env in the standard USS installation

Using node.js or npm requires access to the "env" program at the location /usr/bin.
By default, when USS is installed, the "env" program is placed in /bin.
A symbolic link /usr/bin/env must be created on /bin/env as specified in the installation procedure of IBM SDK for Node.js, (Chapter 10. Verifying the env command path).

However, our system team refuses to create this link, which makes it impossible for npm or the node.js scripts to work.
Reason for refusal: risk and workload at each installation of z/OS / USS.

Note: USS file systems are in read-only mode and only the system team is able to create the symbolic link /usr/bin/env.

Since this is a commonly encountered standard, would it be possible for the symbolic link /usr/bin/env to /bin/env to be pre-declared in the installation of z/OS / USS so as not to have to do it afterwards?
