System Logger: Avoid cutting Logrec Entries for Abend47B of suspended List Transition Exit SRB's

We frequently get logrec entries for an abend47B related to the system logger. In case TS003898376 is has been clarified that the reported abend47B is happening "by design" for the XCF List Transition exit SRB (IXLX1LTE-SRB) under which System Logger's exit IXGF1TRX is running.

When the coupling facitily structure of the related logstream is being disconnected it frequently happens that IXGF1TRX gets suspended for a logger latch held by the TCB performing the structure disconnect. The SRB is then purged under this IXGW1TSK-TCB by IXLC1DCN causing the abend47B and causing Logger's recovery to report the abend47B via logrec entry.
