Enhance SERVAUTH EZB.PORTACCESS SAF checks to validate Port Usage Intent

Please update the code that calls SAF for EZB.PORTACCESS to not just grant access based upon the RACF profile access control list but to go a step further and validate the intent of use of all ports.

A mode of operation where the potential impact of the environment by turning on such an option needs to be constructed as well. I can't just flip on new settings anymore and say "gee whiz boss I had no other way to tell what would happen." In RACF parlance we call it WARNING mode but whatever the Comm Server equivalent is I ask that you build one.

Given change management policies I can't roll out a new option anymore without having some way to access its impact.

    After discussions with RACF and with Joel Tilton and Adam Klinger, we all agreed that the TCP/IP stack cannot infer the intent of an application's use of a port and to accomplish the request, any solution would evolve into a variation of the existing RACF program controls. Based on this, we are rejecting this RFE.
