Add Max since last display message to TCPIP,,STOR command

When doing the TCPIP STOR we only get the maximum that the storage for TCPIP has gotten to for the whole time. However if we do things to relieve a situation it would be good to know what the largest Storage was when we last did the command. This is much like the vtam,csa command.

Also if there was a way that through this display we could get the total available left that tcpip could possibly use to see if we are getting close to a storage shortage would be great
