RMF Above the bar storage

When you have multiple input files for Post Processor reports that span many intervals, you may reach your above the line user region limit and get an 0C4 without a clue of that could have happened.

This forces you to break one Post Processor job into many, divided by RTOD for instance.

A new apar is on the way in order to treat the abend and issue an error message instead, however it would be nice to have RMF to explore above the bar storage. That would make it easier to process big SMF files, which are common in big environments. A case with RMF folks was opened for this TS008542271.
