Allow simplification with VARY XCF,target,OFFLINE with NOCONFIRM option to bypass IXC371D confirmation

Customer wants to ask IBM to consider enhacement with VARY XCF,target,OFFLINE command without the IXC371D confirmation by accepting the NOCONFIRM optional parm.
Customer was tryin to take out an LPAR from the plex to simulate unexpected outage. They RESET the LPAR AFW4 to stop it from running. They did NOT ahve SFM policy active nor the environment for the SYSSTATDET feature, rest of the plex was suffering the sympathy condition due to the delay with partitioning against AFW4 such as the listlock of GRS held by AFW4, no multi resources ENQ/DEQ could take place. When they issued V XCF,AFW4,OFFLINE, the outstanding IXC371D was not reply immediately or replied with incorrect syntax (ie SYS=AFW4 instead of SYSNAME=AFW4) was used.

    This is a good idea and need to be considered. It would avoid issues while doing manual SAD process
