z/OS UNIX - Improvements to mv Command

Regarding the z/OS UNIX mv command ... We believe the mv command should always move a file asis, i.e. it should not only move the file as regards to name, content and size, but also retain all of its attributes, including security attributes. The mv file example (described in our IBM Case) does indeed do most of the above, but as the mover is not the owner, it issues - ICH408 ... INSUFFICIENT AUTHORITY TO CHOWN when attempting to change the target owner to the source owner, although the mover has access via RACF connect group LFBA3841 and an ACL setting of group:LFBA3841:rwx We'd like to see the target owner set to the source owner regardless. That way it is a "true move" in all respects.
