Expand RECYCLE command with a new parameter PART (NO/YES)

For DFHSM with HOSTTYPE=FILE only command backup is possible, therefore SETSYS PARTIALTAPE (BACKUP(MARKFULL)) has no effect.

Most of virtuell backup volumes therefore remain at status PART.

A RECYCLE command (for example: RECYCLE ALL EXECUTE PERCENTVALID(..)) does not work on partial volumes.

Every PART volume must separately marked full in order to be able for recycle command.

An additional parameter for the RECYCLE command would be useful:

PART(NO) ... default

PART(YES) ... recycle volume even if it has status PART

IBM agrees that this needs to be addressed. We'll add it to our backlog, but we cannot provide an estimated date at this time. Thank you.
