GDKUTIL setup exec SYS1.SAXREXEC(GDKAUTHP) Cloud Provider List should not always be empty if ~/gdk/providers exists

The developers of this utility have asked me to open an RFE for this change. See IBM case TS010292335 where I note that: Doc for GDKUTIL mentions that the following dirs should be created as follows in case local customization is needed: mkdir ~/gdk/ chmod 700 ~/gdk/ mkdir ~/gdk/providers/ chmod 700 ~/gdk/providers/ When these dirs are created they hide any definitions for providers in /usr/lpp/dfsms/gdk/providers/ This seems undesirable since there might be many providers in the /usr/lpp... dir that do not need to be customized and these are not found. A merge operation should be performed where the contents of both directories should be (maybe optionally) shown with the local definitions overriding any in /usr/lpp/dfsms/gdk/providers/ .

    .The z/OS 3.1 release includes new support to include provider file names from both ~/gdk/providers and /usr/lpp/dfsms/gdk/providers/ directories.
