Add DFSMShsm RECYCLE for Cloud Objects

An enhancement to DFSMShsm RECYCLE to consolidate containers with a few objects to the "active" container or a specific container for consolidated objects.


DFSMShsm creates cloud containers to store objects using the default syntax of SYSARC.<HSMplexname>.MIG.yyyydd.xxxxxxxx. By default, a container is created every x days based on a HSM PATCH command setting. We use Transparent Cloud Tiering to migrate data to Cloud Object Storage and the expiration date for each object varies. All migrations are stored to the current "active" container, meaning there is a mixture of expiration dates for the objects in the container. For example, we have daily data that is kept for 35 days, while we also have quarterly and annual jobs that require longer retention periods.


As objects expire, the number of objects in the container decrease until there may be only a few objects in the container. If all objects in the container expire, the container is removed during the secondary space management cycle. Since there are objects with longer retentions periods, it is possible to end up with containers that only have a few objects. It would be helpful to consolidate containers that contain less than a minimum number of objects to reduce the number of containers.
