IXGDELET range including the block in the BLOCKID parameter

Requesting a new option to IXGDELET a range of blocks older than specified in the BLOCKID parameter AND including the block specified in the BLOCKID parameter.

Our application has regular cycles of IXGBRWSE READCURSOR and IXGDELET BLOCKS=RANGE to process the funnel type log data. This enables it to simply use IXGBRWSE REQUEST=START,OLDEST for each cycle and alleviates the need for the application to deal with the complexity of keeping track of log blocks.

Currently the IXGDELET BLOCKS=RANGE option does not allow the block specified in BLOCKID to be deleted. Because there is no method to delete the newest block, the application has some interesting logic to not process the newest block and leaves it until the next cycle.

A much more elegant solution for the application would be to allow it to do a range delete up to and including the newest block it read with IXGBRWSE READCURSOR.
