Suppress system dump for Converter errors caused by user data open failure

The doc for IEC036I 002-B0 indicates it's almost certainly a user error. Because it appears in the SYSLOG as a JES ABEND it frightens our operators, and causes us sysprogs to stop what we're doing to see if JES2 is sick. Couldn't IEFVH1 be smart enough to NOT take a dump for abend002-B0? We're okay with the abend002-B0, and it makes sense that OPEN would issue that abend. Along with the msg IEC036I 002-B0, that's a perfectly good way for OPEN to tell a user to fix the DCB info for his data set. It's the dump on this abend that we don't want.
