Debug EZZ8309I. Command to display DVIPA counters ---> List address spaces and their current allocation of DVIPA resources.

To support the "EZZ8309I Too many VIPAS" message a command is required to display the DVIPA statistical counters as well as to list address spaces and their current consumption of DVIPA resources.

This would be a useful problem determination aid and would dispense with the requirement of a SLIP TRAP being set for MSGID=EZZ8309I. This requires IBM Support's intervention and may involve many days worth of diagnosis and re-creation of the original problem..
